Visa, BILL and Billtrust run the first live pilot of AI agents paying supplier invoices
20 October 2026
What happened
Visa, BILL and Billtrust announced the first live pilot in which trusted AI agents initiate and complete approved buyer invoice payments end-to-end through supplier portals. Until now, many payment portals required human authentication at the point of payment, which limited how approved payments could be automated. In this pilot, the authorised BILL Payment Agent — registered using Visa’s Trusted Agent Protocol and Agentic Directory — uses tokenized payment credentials and controls aligned with the buyer’s approved payment instructions to issue payments on behalf of BILL’s customers. Supplier control and oversight are preserved: the agent completes payments the buyer already approved; it does not invent new ones.
What it means for each party in the payments chain
Issuer. The issuer is the party that will field the dispute. The mandate proves that the agent acted within approved buyer instructions — so the issuer needs a rulebook position on whether a “mandate-compliant” purchase is still disputable, and what evidence (mandate + invoice) settles it. Visa Core Rules (§4.1.24.10) are the governing text for the Visa side; they state that the cardholder is responsible for their agent’s transactions.
Acquirer. The acquirer’s exposure is merchant churn: if suppliers must re-authenticate every agent payment, merchants lose time and may resist the flow. The pilot’s appeal to acquirers is that the agent pays through existing supplier portals rather than a new endpoint.
Merchant (supplier). The merchant is the counterparty that must accept a payment initiated by a non-human. The Trusted Agent Protocol registration gives the supplier a verifiable signal that the agent is authorised, and the portal’s oversight model means the supplier still sees and approves the payment.
PSP. BILL’s role is the aggregator: it registers the agent, holds the approved instructions, and issues the payment on behalf of its customers. The pilot shows the PSP as the control point — the party that enforces the budget and the mandate.
Card scheme. Visa’s role is the rulebook and the registry (Trusted Agent Protocol + Agentic Directory). The pilot is the first live use of the Visa Intelligent Commerce stack; its success or failure will shape the scheme’s agent-payment rules.
What it does not mean
It does not mean you can hand your Visa card to any chatbot today and have it shop for you. This is one pilot, with named partners, for a specific flow (approved supplier invoices). “First live pilot” is the claim; general availability is not.
